Employees of ANO “Hydrogen Technology Solutions” were accepted to the RSPP Committee on Climate Policy and carbon regulation as experts.
The Committee regularly holds meetings and conferences where key issues of the current climate agenda are discussed.
At the last meeting, which was held on July 15, 2022, there was a discussion of the development of subordinate regulations to the federal laws “On limiting greenhouse gas emissions” and “On conducting an experiment to limit greenhouse gas emissions in certain subjects of the Russian Federation.”
The discussion also touched upon an experiment to limit greenhouse gas emissions on the territory of individual subjects, where the Sakhalin Region will be the first such region. The members of the committee drew attention to the high rate of emission reduction laid down by regulatory legal acts and the unreasonably high rate of payment for exceeding quotas for greenhouse gas emissions, which will now divert the financial resources of companies necessary to maintain financial stability in conditions of high uncertainty.
In addition, during the meeting, the results of a study on the assessment of the effective carbon fee rate in Russia and the possibilities of its application, conducted by the Institute of Problems of Natural Monopolies, were presented. Thus, according to Alexander Grigoriev, Deputy Director General of IPEM, the effective carbon price as a cumulative indicator of all payments related to greenhouse gas emissions more accurately reflects the fiscal burden on such emissions than the base rates of carbon taxes and other similar mechanisms. According to the results of the study, taking into account payments on excise taxes on fuel, payments for DMP (RES, NPP, HPP), the price of carbon in Russia is already more than 9 US dollars per ton of CO2-eq. According to the members of the committee, it is important to take into account the results of this study when designing carbon regulation in the framework of regional experiments and choosing country-wide measures to reduce greenhouse gas emissions.
This year’s meeting is expected in mid-summer 2023, and we will inform you about the new tasks of the committee and the results achieved.
